I have no training at all in law or legal matters. My sole qualification for all that follows is that I can read. I have read some documents on various websites, and this is what I think they probably mean. But I'm probably wrong.
However, on the bright side, I have tried to give the references, so you can read the documents for yourself and reach your own conclusions. Also, this information is worth at least ten times what you paid me for it - the value-for-money of this is terrifically good.

I have not normally acknowledged the specific discussions that have reached these conclusions, but they're there if you want to search for them.

Do speed limits apply to bicycles?

Mostly no, though there are some places (like Royal Parks) where bye-laws might impose speed limits on cyclists.

Can you get points on your driving licence for something done on a bike?

No. There are no end of urban myth-type anecdotes about a friend of a mate who went through a red light on his bicycle, but the asnwer is no, it can't happen
